**Tier 1 combined with quest support** is the practical part. Early on you can only take tier 1 quests, so **adding destinations at exactly the point where choice is scarce** improves the experience.

As a medical building, it is a plausible source of **medicine** — which tends to be in short supply early, giving you a reason to head there deliberately.

It is small and quick to clear, which also **suits efficient quest runs**.
